I see college as a basic right to education. But unlike high school, it's only should be free if you can keep a passing grade. Colleges somewhat already do the reduced thing because rates for in-state public college schools is cheap in comparison to out-of-state public or private colleges.
I don't see free tuition as much of a problem. I think most students now are paying for rent, food, bills, and a car. With a student loan, tuition won't be a problem for them until they graduate.
